adjust . thanks for any helpsteering head bearing, 06 road glide

the Harley tech manual, says to remove the instrument bezel, loosen pinch bolts, Loosen fork stem nut, fasion a bearing adjuster tool, to adjust.  It dosen"t show where the tool goes, do I need to remove the instrment nacelle as well? I am getting a clunk and have to tighten it

Remove the 2 screws holding the speedo/tach in place and set it aside.  Loosen the big nut on top of the triple tree stem.  Loosen the the 2 pinch bolts on the lower triple tree, 1 on each side.  Here's were it gets tricky. Turn the bars to the right or left and look under the upper triple tree and you'll see the adjustment nut,  NOT a hex nut but a nut cut to almost look like a gear.  Turn that to set your "fall away". 
It can be tricky on a RG because it's tough to see.

How do you know if the steering head bearings are adjusted correctly. Manual sez that the front end from full lock left should swing right then left and then make a " partial third swing " back right.

How much on that third swing back right?  1" 2"  or 10, 11, 12,  1, O'Clock looking at wheel from behind handle bars?
