Can I remove the rocker support plate with the breathers intact or do I need to remove the breathers first? Also, I am using SE 251 cams with a smaller than stock base circle. I will be decking the heads 0.020. Can I use my stock pushrods or will they be too short?

You need to remove the breather bolts also.  I can't answer your pushrod question.
