Is there a built in rev limiter on the stock ignitions?     2000 sporty 883

Yes there is a built-in rev limiter. The year 2000 manual implies it is 6000rpm.

The Screamin Eagle Sportster Street Ignition Module part number32979-98A raises it to 6800rpm max. It might be adjustable so you can set a lower limit.
If you go the 1200 route then the catalogue says you need 32978-98A.
Both modules are probably unobtainable now unless a dealer has one sitting on a shelf.

Received wisdom is that ONLY the rev limit is changed, nothing clever is done with advance curves at lower rpm.

Unless your chosen race class makes you stay at 883 then the best bang for the buck is a cheap 1200 conversion.
