1976 front fender rivits

any ideas on installing the stock front fender rivits on a 1976 FX/XL???

Installing rivets, takes a set of riveting tools. They are easy enough to make from a large (3/8) punch and a drift. The two pieces need to be cut out to the desired shape of the rivet heads you want. I have few that I made years ago, floating around in my tool box.
Inside a fender, would be a little more challenging but it can still be done. I would be more prone to using solid rivets, installing them from the inside then shaping the head on the outside, carefully, with light blows from a smaller hammer.
