Shifter question

This is for a '91 Dyna Sturgis:   As near as I can figure, the shift lever that comes right out through the outer primary, runs through a sleeve that fits the holes in both the inner and outer primary covers. The only thing to secure this sleeve is a lock plate (bolted to inside of inner primary housing) and the only thing to keep it from spitting primary oil everywhere is two O rings. One at either end. The whole thing is sloppy though. Am I missing something here? Or is this just a bad design? I can't see any bushings to replace so as to tighten it all up a bit.
Help appreciated. May be just use fatter O rings to stop the leaking?

Had a similar issue with my 92 Dyna, oil seeping past the o'rings of the shift tube over a period of time. Bought a new shift tube, then added (cut on a lathe) a new o'ring groove at each end. The double o'rings took care of the leak.
