Looks like getting a tight enough fit and then getting the keeper on would be tough and may be the reason the wave washer is not present.  Might consider changing to a bolt and nut.

Yes sir, it had a wave spacer as pictured.
Gonna try to bend the spacer a tad and see what happens.

A 10 minute job DONE!
Held the wave part in vise grips and tapped the other end with a hammer.
Inserted it back in and assembled............seems tighter.
Will see when I ride.
