Tire Rim question

Can I put a 180 tire on a 200 rim without problems? Reason being I have decided to build a bike and I am looking at things I like. My frame (Kraft Tech) will fit a 180 with a belt or a 200 with a chain. Now I real like the new Fatboy rear wheel and I would like to use that wheel. So I also want to go with a belt so I'm wondering if it will work or is there a Fatboy rear wheel for a 180..........just askn.
