2006 883 speedometer problems

I am posting this for a friend. About a year and a half ago he had the speedometer to start acting up. It would show the wrong speeds, etc. Then it died completely. The HD shop supposedly fixed it under warranty by replacing some pins in the harness. They said it "shorted out". Now it has broken again. Same problem. The speedometer is stuck at 30 MPH even with the ignition off. When you do turn on the ignition the whole speedo is dead. You can't even get the diagnostic codes out of the thing.
Anybody had this happen to them? We are going to fix it ourselves since the HD shop wants $$$ to fix the POS they should have gotten right in the first place.
