Are you saying the pads are too tight against the rotor? Then the pistons aren't all the way in.

I had one of the little holes in the bottom of the master cylinder reservoir plug up.  When the bike sat for a while the front brake would free up.  When you rode it after the first couple of times you used the front brakes the caliper would lock up.
