2001 Road King tuning questions

2001 Road King was built at HD dealer to a 103 with larger injectors, some version of HD heads and larger throttle body. Not sure which cams they used, was probably one of HDs earlier Stage "something kits?" It was tuned at HD as well. I haven't had my eyes or hands on it yet, but it came with a SERT tuner. I have tuned TCs from 2002 to 2011 with SERT, TTS, Twin Scan and Wego II, but I am not really a tuner.

Complaint is that it is rough running cold, then OK when warmer, and it only gets 35mpg.

(A) what software do I need on laptop to tune this bike? Will my SERT software for 2002 work with that early fuel injection?
(B) Is it unreasonable to expect better mpg under conditions mentioned?

That's not bad for a M&M FI bike. That's all I got with the factory stage 2 with the 203cams.
It got worse over time because of wear with the old throttle body so I put a SE44cv carb on and increased the mpg. Keep in mind your mpg will get better when the motor breaks in....

Thanks. That was kinda what I figured.
