Painting fork lowers, RKC

I need tips on painting my fork lowers shiny black.  Chroming them is out and so is powder coating for one reason or another.  These are brand new takeoffs, so they are factory original.  Should I sand the factory "film" off of them or just put paint on top of it?  What type of paint, maybe epoxy appliance paint?  As you can tell, I am challenged when it comes to painting.  Might put some pin striping on them.  Then seal the final coat with something or another.  Suggestions appreciated.
