"Rite on Time" timing tool

Will the "Rite on Time" Timing tool work on a stock 1992 Harley EVO 1340? I'm getting conflicting information  from the catalogs.

The first thing I did was go to their website and have not heard back from them. Secondly, I guess I need to rephrase my question - not understanding the terminology of an "open plate ignition". Is a stock Harley 1992 EVO 1340 considered an "open plate ignition"?
