My fiberglass packing did not even last 3 months...then I drilled out the plug and opened up the pipe.  I simply would not worry about the packing, unless you want to keep it quiet.

you know i had drag pipes on this bike when i bought it and this pipe is almost as loud as they were whats the fiber glass for anyway

I replaced the packing with 2 stainless steel scrub pads (Chore Girls, is that politically correct? carefully remove the staple and open it up like a dounut)  Had the pipe on 3 years and it was still there when I sold it.  Caused no rust or harm inside the muffler.  Just a thought.  It was suggested here.
