06 road king stator or regulator?

Hi. I'm new to the club and so far so good. I already have what may be a great question. My dad has a bike that is not charging. It shows 12.6 at all rpms. The battery is about that with bike off.  The stator is putting out 30 or so ac volts at 2500 rpm. Anyone know what i should be looking and or checking for? The stator is not shorted.  The voltage regulator is like2 spade terminals side by side.

Also checked voltage at each side of regulator was about350 millivolts... a spec on that would be nice.

AC from stator to regulator should be 26-52 VAC, at 2000 rpm, with everything connected, so seemingly good there, DC should be 13.8-14.2 at battery from regulator.  If all connections are good, and battery is capable of holding a higher charge when plugged in to an external charger, then regulator has failed.  If the battery won't accept a higher charge, like 14VDC, then it has a shorted cell. 
Ignorance is bliss, and accuracy expensive. How much of either can you afford?
