Silverstar adjustment or reflector ?

I replaced the pitiful sealed beam (FXRS) with a H2 unit from Amazon, the bulb was great on high beam, but low beam leaves a black hole right in the center of the road where it should be brightest, kinda a U shaped light pattern.
Thinking it was the bulb,  I replaced bulb with Sylvania Silverstar 9003, better, but still the black hole on low beam.
I see you guys had had good luck with this bulb.
So apparently is the problem the particular reflector?

Adjusting the beam per manual, low beam is bad.  the only way to get decent lighting on low is to raise the low beam to where high beam mark on the wall is supposed to be.
