Tire/Tube

Going to change my own tire, (rear) this time to save a few bucks. I don't understand the tube sizing. So, what size tube goes with a Dunlop 130/90HB-16. Is there any preference between manufacturer's. And the rim strips, (have spoke wheels) are they numbered so that it makes sense, like 16 for a 16" wheel for example??
