Cylinder Head Gasket

A friend of mine had the heads off his 99 Sportster put everything back together with new gaskets. He then had to pull the heads again and put them back together. He reused the new head gaskets that he had just put in. The bike had never been started. Someone told him that he should have put new gaskets in. He is looking for a second opinion. He doesn't want to pull the heads off again if it not necessary.
