Poor CB transmission 2014 Limited

I have had my FLHTK back to the dealer several times due to poor CB transmission issues.   Each time they say they have the problem fixed but my transmissions are received muffled or very soft, even though I may be yelling at the time.   Tried more than one headset without change.   Under normal circumstances, I'd think it was a poorly tuned antenna but they say that the only adjustments within the Infotainment system are automatic.  Any thoughts?  Can anyone suggest optimal CB settings?

Talk the dealer into swapping out the CB module. They have no real way to test these CBs and no way to align them if they are off from the factory.
