Can anyone ID these Instrument bezel items?

I purchased this instrument bezel kit for my 53 Panhead but do not know what these bracket items are.  They are not on my old one and have rivets to attach them, but do not know what they are for.  No instructions came in the kit.  Sorry, not a great photo, both pieces are identical, just placed them different for the photo.

Circuit breaker mount clips.  They're for late model bikes.
