Do you have to have the tool to remove the clutch pak from a 2000 sportster or buell?

not to remove the clutch pac (assuming it is the same as the '99 ones) but yes to decompress the spring to remove the plates.
a rattle-gun would help though!
If you can't fix it with a hammer and a roll of Duck tape then you're in trouble
