Stage III Kit Question

Dealer quoted 16 hours labor for installing a M8 Stage III kit.  With a twin cam 103 it was about 10 hours labor for a Stage IV kit install.  Is the M8 that much more complicated to take apart and re-assemble with the new Stage III parts?

we just finished one up and it did take a little longer than the TC.

Does that price include a tune?
Ignorance is bliss, and accuracy expensive. How much of either can you afford?

Price just includes Stage III download from the new Street Tuner.  I pulled out an old invoice for my 2014 FLHX Stage IV and it was 10.5 hours.  16 hours seems high, but it is a new motor and I have heard that taking apart the top end is more complicated than on a Twin Cam.
