I just thought that a couple of separate tie-downs would have been included with each. Also, the spandex pocket on the back of the large case is not open on top, so it cannot be used with tall back rests, or with the small case slipped over the tall b-rest. It can be used on the bottom, as it's pouch is open on top, or tied down to the plastic d-rings. (not much trust there) Correction - they are not leather, it's a hard Cordura type of shell.

No it has straps and buckles although they are not designed to work well IMO. I ended up cutting all mine off.  And there is no real way to tie the small bag to the large one.
