2009 XL1200N Fuel pump?

So I've finally gotten around to trying to fix my bike. 2009 XL1200. When I turn the bike from off to run the fuel pump tries to come on but just clicks once, makes a quiet noise and clicks again. Not the usual whine like it used to do. I cleaned off the fuses, but it there is still corrosion in the fuse housing, all other electronics work though. I have the fuel pump unscrewed from the gas tank but can't get it all the way out. I guess I need to lift the tank a little? not sure, but once I get it out 1) how do I clean the filter and 2) how do I test the fuel pump to make sure that's the issue?
